Update GitLab Shell to v8.3.3
What does this MR do?
GitLab %11.3 included GitLab Shell v8.3.2. However, the tag for gitlab-shell was created against the wrong commit, so the CHANGELOG and VERSION files are wrong.
When upgrading or running GitLab, this leads to messages like:
WARNING: This version of GitLab depends on gitlab-shell 8.3.2, but you're running 8.3.1. Please update gitlab-shell.To fix this, we should update GitLab Shell to v8.3.3
The only changes are to the CHANGELOG and VERSION files.
