What does this MR do?

Many times we point people to the styleguide, so having ordered lists makes it easier to point them to specific rules under a section.

Author's checklist

Apply the correct labels and milestone
Port the MR to EE (or backport from CE): always recommended, required when the ee-compat-check job fails
