What does this MR do?

Our docs mention the following path to enable Google+ API:

From the Dashboard select ENABLE APIS AND SERVICES > Compute > Google+ API > Enable

but in fact it is:

ENABLE APIS AND SERVICES > Social > Google+ API > Enable
