Forward @gitlab/svg to latest version

What does this MR do?

Forward our svgs to the latest version, which includes a new illustration (gitlab-svgs!171 (merged)) and a new icon (gitlab-svgs!172 (merged)).

Needed for: https://gitlab.com/gitlab-org/gitlab-ee/issues/8506 and https://gitlab.com/gitlab-org/gitlab-ce/issues/52206
