Updates workhorse to v8.3.0 containing a couple of fixes we want in %11.8 : gitlab-workhorse!361 (merged)

- Count ^/-/ requests separately in prometheus !355
- Statically link jaeger into Workhorse by default !359
- Support encoded Content-Disposition fields !360
