What does this MR do?

Adds a smoke test for Auto DevOps

Assertions:

• Validates that AutoDevOps is applied automatically to projects by checking the banner at the top
• After the project is pushed...
  • check that the pipeline has the "Auto DevOps" tag applied to the runner
  • check that the pipeline is running
