Properly persist "-1" and "null" for board weight (CE)

What does this MR do?

This is the CE port of https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/14180 .

Modify the behaviour of weight selection via Edit Board modal. Persist null for no filter (any), and -1 for no weight.

Use Any to specifically mean No filter. Any not-null value (worded better) can be added when we iterate on this.
