Add PIP_DEPENDENCY_PATH to dependency scanning template

What does this MR do?

This change adds the PIP_DEPENDENCY_PATH environment variable to the dependency scanning CI template. It appears that a prefix of DS_ is required as per https://gitlab.com/xlgmokha/dependency-scanning/blob/fbbac182b009f8c42cc6aadf315c1b8f6898ae04/main.go#L36. I assume DS stands for dependency scanner and is used to prevent collisions with other environment variables.
