Detect Auto-DevOps buildable projects

What does this MR do?

Adds a new build prerequisite that checks if the pipeline git ref is buildable with herokuish or docker. If not, the pipeline gets skipped. This is specifically to allow MRs to be merged when "Pipelines must succeed" is enabled and auto-devops is implicitly enabled.
