WIP: detect external merge request refs (GitHub pull requests)
What does this MR do?

This MR adds a way to detect whether a push to a mirror repository contains refs that are related to external merge requests such as GitHub pull requests.
When a push event is received we detect whether the ref is in the form of refs/pull/xxx
and we attempt to create a pipeline with external_merge_request
source.
It should also be possible to use only: merge_requests
if the project is set to be a mirror of an external repo, for CI/CD only purpose.
