Resolve "Misalignment of Avatar when forking project"

What does this MR do?

Fixes #65204 (closed). Specifically, on the "New Fork" page, wraps the rectangular avatars in .avatar-container to be consistent with the standard (circular) avatar, and adds a selector to ensure incorrect right-margin is not applied in this view.
