Update karma to 4.2.0

What does this MR do?

Updates karma from 3.0.0 to 4.2.0 as well as karma-chrome-launcher from 2.2.0 to 3.0.0, karma-coverage-istanbul-reporter from 2.0.4 to 2.1.0, and karma-webpack from 4.0.0-beta.0 to 4.0.2. All updates are only in devDependencies from packages.json/yarn.lock.

karma-jasmine is pinned to 1.1.2 due it requires upgrading jasmine from 2.9.0 to 3.x while 2.0.1 is the latest.
