WIP: Fix info alert based on design specs

What does this MR do?

Make information alert in consistent with specs (https://gitlab-org.gitlab.io/gitlab-design/hosted/design-gitlab-specs/alerts-spec-previews/):

1. Remove extra borders
2. Change font color of text within the alert box
