Render section duration in job logs

What does this MR do?

In this MR we are calculating and then rendering the duration of a section in Ansi2html.

This is the prerequisite in order to complete https://gitlab.com/gitlab-org/gitlab-ce/issues/63880

The approach being used here is https://gitlab.com/gitlab-org/gitlab-ce/issues/63880#note_200600677: Render duration as a data attribute as part of the section_end tag.
