Revert "Merge branch 'sh-optimize-commit-deltas-post-receive' into 'master'"

I think there is an issue with this merge request creating pipelines and push events in https://gitlab.com/gitlab-org/gitlab-ce/issues/66196. Let's revert this until I can straighten this out.
