WIP: Add centralized documentation for event tracking

What does this MR do?

This updates the documentation around event tracking. It will be a place that will allow us to document which libraries are being used, how to enable/disable them (and what implications that has), what we're tracking where, and how developers can interact with them.

This should additionally include how to interface with the data team for consulting when defining tracking strategies.
