Add allowFilter and allowAnySHA1InWant for partial clones

What does this MR do?

Adds uploadPack.allowFilter and uploadPack.allowAnySHA1InWant as git config options that gets passed to the upload-pack RPC in gitaly. This is done behind the feature flag gitaly_upload_pack_filter
