Enhancements to docker image used for RAT runs

Balasankar 'Balu' C requested to merge bump-rat-image into master

The changes are

  1. Include libffi-dev in the image (Related to omnibus-gitlab#6467 (closed))
  2. Rename image name from gitlab_provisioner to rat
  3. Bump ansible version to 4.7.0, the latest
  4. Bump terraform version to 1.0.9, the latest (and recommended for GET)
    1. Includes changing the public key used for GPG validation.
