Bump Ansible, Terraform, and Debian in RAT image

- Upgrade Ansible version in RAT from 6.3.0 to 9.1.0
- Upgrade Terraform version in RAT from 1.2.8 to 1.5.5
- Upgrade Debian version in RAT from 11 to 12
