Add domain configuration duration (from disk) to Prometheus metrics

This may be a bit late given we are aiming to remove the disk in very near future but this MR adds the domain configuration duration to the metrics exported for Prometheus.

Currently we have visualization in Kibana based on logs but visualization in Prometheus may be better.
