Test coverband_enabled for omnibus
What does this MR do and why?
This MR uses gitlab-qa to set the ENV variable COVERBAND_ENABLED to the Runtime value inside omnibus. The value should eventually get set in /etc/gitlab/gitlab.rb to be picked up by the rails application.
We can only test(end-to-end) it in gitlab-org/gitlab pipeline after this gets merged.
