Renames troubleshooting M1 doc and small additional clean up

What does this MR do and why?

Describe in detail what your merge request does and why.

• Renames docs/specifics_for_macos_m1_m2.md → docs/troubleshooting.md 
• Removes waits.md and users.md since they were moved ti GitLab Docs as part of gitlab!168136 (merged)
• Fixed up additional things that the linter picked up.
