Update reporting script to update test case and issue titles

Before, the reporting script would create a new test case and/or results issue when the test title was changed. This MR changes the script to update the test case/issue title when the title has been changed IF the test case iid is given or the results issue is linked in the test case description. Also adds a test for closed issues.
