Add documentation how to exec docker locally in privileged mode
What does this MR do?
This is just an update for gitlab-runner documentation on adding --docker-privileged
flag to gitlab-runner exec docker <jobname>
command when services are used, which would result in following error if not provided:
$ gitlab-ci-multi-runner exec docker test
