What does this MR do?

Gets started with some documentation on the requirements for adding new hardware architectures.

Why was this MR needed?

Because we have submissions of architectures we cannot test or support and no clear guidelines on what to do. But we have started the discussions: #4229 (closed)

Does this MR meet the acceptance criteria?

  • Documentation created/updated
  • Added tests for this feature/bug
  • In case of conflicts with master - branch was rebased
