Update AWS autoscale docs for clarity

What does this MR do?

Adds a direct statement stating spawned machines are automated and do not require manual intervention (e.g. installing the runner on spawned machine). Also moves the note regarding supported OS's to the top of the Prepare the Runner Manager instance section in an effort to ensure it's not overlooked.
