Update troubleshooting documentation for old Docker versions on Windows Server

What does this MR do?

We have two parts in the documentation explaing the same thing. Try to unify them into 1 single source of truth and also remove the mention of Windows 1909 since this can apply to any version and we are dropping support for 1909 in #27899 (closed)
