Update sysrc command for Freebsd installation procedure

Roller Angel requested to merge rollerangel/gitlab-runner:rollerangel-main-patch-92121 into main

Updated sysrc command, also wondering if bash is a requirement for gitlab_runner? If not, it would be better to use one of the built in shells like sh, csh or tcsh for the user when we create them. If so, pkg install -y bash should be part of the install instructions.
