Change removal date to 17.0 for gitlab-runner exec (docs only)

What does this MR do?

Change the removal date for gitlab-runner exec to 17.0

Why was this MR needed?

After discussion we decided to extend the removal date to 17.0. This will enable us the time required to design a replacement solution for local pipeline execution.
