What does this MR do?

service_linux.go: Remove non-existent syslog.target from service file syslog.target was removed more than a decade ago - https://github.com/systemd/systemd/blob/6aa8d43ade72e24c9426e604f7fc4b7582b9db7c/NEWS#L72-L73

Why was this MR needed?

Non-existent option was used.

What's the best way to test this MR?

No idea. It shouldn't affect anything, systemd has been ignoring syslog.target for 10+ years in the first place.
