What does this MR do?

Adding default settings for unhealthy_requests_limit and unhealthy_interval. Based on https://gitlab.com/gitlab-org/gitlab-runner/-/blob/main/common/consts.go.

Why was this MR needed?

Global customer asked for the default settings within https://gitlab.zendesk.com/agent/tickets/543885. It's a good idea to have this information publicly available for all.
