Why was this MR needed?

Ruby 2.7 is EOL, let's use the latest version.

There was also a failure installing the gitlab gem when using Ruby 2.7 https://gitlab.com/gitlab-org/gitlab-runner/-/jobs/7864665537. With this update it is successful https://gitlab.com/gitlab-org/gitlab-runner/-/jobs/7864944181.

What's the best way to test this MR?
