feat(Icons): Add naming considerations
Purpose
In leu of not being able to holistically update icon naming in the GitLab SVGs project, these icon naming considerations are being added to help moving forward.

- Enforce file names standard (gitlab-org/gitlab-svgs#311)
- SVG icon keywords and aliases (gitlab-org/gitlab-svgs#190)
- Use hyphen separator for all SVG files (gitlab-org/gitlab-svgs#34)
- Draft: Lint SVG filenames (gitlab-org/gitlab-svgs!857 - closed)
For followup, the 'New icon' issue template can be updated to reference this specific section on icon naming.
