feat(color): document first iteration of color interaction guidelines
What does this MR do?
This MR documents the colour decisions made during #1551 .
It was chosen to optimize for hover states rather than active. Our assumption is active states are less important. If we find that not to be true, this should change to optimize for active states.

If embedding a Figma file, it follows the Figma embed guide. -
