feat(Layout): Suggest ellipsis button for truncation
What does this MR do?
Coming from this discussion about how to truncate content in tables, this MR adds a suggestion to use the ellipsis button for truncation when it makes sense.
It also updates other pages that mention truncation to link to the layout page section on truncation.
