docs: update documentation related to full screen mobile buttons
What does this MR do?
During https://gitlab.com/gitlab-org/gitlab/-/issues/466736#note_2092790017 it became clear that there wasn't guidance for exactly which breakpoint constituted as mobile for full width buttons. This MR adds in context that this should be for xs breakpoints as per This slack thread.
