Drop VersionCheck table

Note, this MR is currently in draft, because it depends on !53 (merged) and !52 (merged)

Remove version_checks table

We change VersionCheck to be a pure in-memory ActiveModel::Model that cannot be persisted.

Remove version_check_created_at from CurrentHostStat
