gitlab-sshd: Support the PROXY protocol

This MR allows gitlab-sshd to be configured to support the PROXY protocol for incoming connections. This is the central plank for resolving https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/10954 , although additional work is required before we can deploy gitlab-sshd to production.
