Rename bin/check to bin/gitlab-shell-check to to avoid name clash

⚠ This MR needs Move bin/install to support/make_necessary_dirs (!799 - merged) merged first.

This MR renames bin/check to bin/gitlab-shell-check and tidies up how the binaries are cleaned and installed.

Closes: /bin/check is a very generic binary name (#603 - closed)
