New nilaway CI job

⚠ This MR needs Bump GO_VERSION to 1.21 (!898 - merged) merged first.

This MR adds a new nilaway CI job which runs https://github.com/uber-go/nilaway. nilaway is still in its infancy, so we're allowing the job to fail for now.
