feat(carousel): Build carousel component

Adds gitlab-ui basic wrapper for bootstrap-vue carousel component.

note: I’ll create an integration MR to fix the technical debt introduced in gitlab!21658 (merged).

integration MR: gitlab!24101 (merged) demonstrates that we can include this component in gitlab-ui without affecting existing features in GitLab.
