fix(GlLegend): Add stable test selector

What does this MR do?

A tiny MVC to add a stable qa selector to the chart legends for EE tests as per: gitlab#217927 (comment 343135955)

This is merge 1/2. The second merge comes on the GitLab project side to support this change.
