fix(toggles): Add help text to toggles

What does this MR do?

• Adds help text to toggles as a <slot>, as outlined by latest designs in Pajamas UI Kit.
• Adds gl-font-weight-bold to .gl-toggle-label as outlined by the label style in Pajamas UI Kit.

• Code review guidelines.
• GitLab UI's contributing guidlines.
• If it changes a Pajamas-compliant component's look & feel, the MR has been reviewed by a UX designer.
