chore: bundle styles folder when building storybook

I am currently working on https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/24255 (use MR's application.css to perform gitlab-ui visual tests). In order to do so, we need to have a way for gitlab-ui to include other css files when building. By adding this MR, we can load css into the styles folder and bundle them.
