feat: Add gl-cursor-grabbing and gl-cursor-crosshair

What does this MR do?

Adds gl-cursor-grabbing and gl-cursor-crosshair classes. These styles will be used immediately in Design Management, and expand the suite of cursors available to us via utility classes 😄

  • Status Page: mr_url
• Added the ~"component:*" label(s) if applicable.
