feat(css): Add overflow-x-auto utility class

What does this MR do?

Add the utility class (gl-overflow-x-auto) needed to phase out .roadmap-shell in ee/app/assets/stylesheets/page_bundles/roadmap.scss#L124-125 (gitlab!48654 (merged))
