fix(GlToggle): Make label required for accessibility

What does this MR do?

This MR makes the GlToggle label required for accessibility so that every toggle has an accessible name. If a visual label is not desired then you can use label-position="hidden" to visually hide it.

labels have been added to all GlToggles within GitLab in gitlab!56387 (merged) and gitlab!56848 (merged) so this change should be safe for GitLab.

This is a breaking change and will be merged into the next-major branch which is collecting several breaking changes so we can make one breaking change release rather than several in succession.

Accessibility
