feat(css) : Empty state components design specs changed

What does this MR do?

This MR resolves the issue #1566 (closed)

Context:

1. By default h2 class has margin-bottom : 4px, I've assign the class gl-mt-4 to <p> tag, So as per the design specs, the margin between the heading and the description is 16px (Correct me if I'm wrong).
2. Assigned the class gl-line-height-36 to <h2> tag to achieve the desired line height.
