ci(danger-review): simplify danger-review job setup

What does this MR do?

In !2859 (merged) we've switched to use danger gem which simplified the CI setup a lot 🎉

With the upstream changes in gitlab-org/quality/pipeline-common!212 (merged) we can trim down the CI config even more 🔍

📓 We are pinning the version of gitlab-dangerfiles to 3.1.0 keep previous behavior.

• Pin version to 3.1.0
