feat: add clear all functionality to token-selector

What does this MR do?

This MR adds an optional functionality to GlTokenContainer component. Whenever the user passes allowClearAll prop as true, we want to show a button on the input field (desktop) or in the dropdown footer (mobile) that allows us to bulk remove all the selected tokens.
